Cloud cover and even the temperature outside have no effect on the strength of UV rays. Many people have experienced being outside on a cloudy day during the summer and still developing a sunburn for that very reason.
However, the time of day when you are exposed to the rays is the key. Ultraviolet rays are strongest between 10 AM and 2 PM every day of the year, which is when the sun is at its highest point in the sky.
